Yes, if a fighter jet stays low to the ground, it reduces the chance that it will be picked up by enemy radar systems. The reason this works is that radar systems track enemy movement in the sky, but they cannot as easily track movement on the ground.

Because the ground is not totally flat, the radar system has to start looking for movement at a certain distance above the ground. If a fighter jet can stay below this distance, they will not be picked up by radar.
