Cleaning is the first step of sterilization. This answer is not correct. The book clearly says 1st. Clean 2nd. Assemble 3rd. Sterilize 4th. Distribute

Materials must first be received before treatment necessary is determined. Secondly, they need to be sorted into critical and non-critical material. Dealing with the critical material that runs the risk of contaminating instruments or other items in the area, then cleaning thoroughly, disposal of organic matter, comes before soaking in a sterile and decontaminating fluid for sufficient time that the material may lose its contaminating potential. Sterlisation is a vital process but one that can become an automatic reaction to receiving unclean material.
