Statistical because there can be multiply possible awnsers therefor you can find the mean mode median and range. You can find these because there can be multiple different answers so multiple sets of data. So it is statistical.

Non-Statistical because there is no measure of variation. I know you think that it is a variety of answers, but what measure of variation means is that you can find the Mean, Median, Mode, IQR, etc.
