D is the best answer to this question. How will the tests be checked and tested if there would not be a full sandbox that will be done? With the use of the full sandbox, it will be easier to do user acceptance testing because all of the data will be available.
Some people also use this for integration testing in order to test all of the needed details and information before the real data will be promoted and will be produced. If the company would just need to do some minor testing and checking, a partial sandbox can already be ideal for these simple purposes.
