Are most national Merit Scholarships based on the PSAT or SAT?

based on the PSAT. Specifically the one you take the fall of Junior year.

It's fully based on the PSAT. From then, you become a semi-finalist and you take the SAT and send them your scores to become a finalist and/or scholarship recipient.
