Vagueness Doctrine
A person is denied due process of the law if convicted for a violation of a statute that lacks clarity. Must give sufficient notice.
Rule of Lenity
If statute has conflicting reasonable interpretations, then should be interpreted against the govt.

Must be ambiguous after researching Congress' purpose and still unknown.
