Lead time is the time between start and end of a Process.
In Oracle E Business suite you can define various lead times in Item attributes lead time tab and they are controlled at Organization item level.

Lets take one by one
Preprocessing Lead Time : It is the time required to place an Order or Create a Job form the time you learn about the requirement.
You can Manually enter it for both Purchased item and as well as Manufactured Items
Processing Lead Time is the time taken between placing the order and when supplier delivers the goods at dock. For manufactured it is the time taken to manufacture an item.
For purchased item you must assign it manually and for manufactured item you can compute or assign the value manually.
Postprocessing Lead Time is the time taken to deliver the item from dock to inventory. There is no post processing lead time for manufactured item (If you select item as Make in General Planning tab, post processing lead time grey out)
You need to manually enter Post processing lead time
Fixed Lead Time is the time that is independent of the order quantity. This includes like line setup time etc. It is mostly used for Make items
You can enter this time manually for an item, or compute it automatically for manufactured items.
Variable Lead time is the time which is dependent on job quantity.
You can either enter it manually or compute it.
Total Lead time = Fixed lead time + Variable Lead Time X Quanity
Total lead time is used by Planning engine
Cumulative Manufacturing Lead Time is the time required to make an item if all the purchased components were available but all assemblies had to be built
Oracle BOM can automatically calculate this value or you can assign manually
