The main use of winipcfg.exe is to quickly determine if a computer is currently connected to the Internet. If the IP Address of the correct Adapter is 0.0.0.0 or 169.xxx.xxx.xxx the computer doesn't have a connection. This could mean that there is a problem with either the data jack, the seating of the card, a bad cable, or an improperly configured TCP/IP in the network control panel. To troubleshoot connections using winipcfg.exe there are several things to try.
When you type winipcfg.exe, you get a console. On the console you'll find a Release button. Press the Release button, which will clear all the numbers for the connection. Then Click on the Renew button to cause the computer to obtain a new IP address. If no error messages appear, and a new number appears in IP Address that is not 0.0.0.0 or 169.xxx.xxx.xxx then a valid IP might have been obtained. Try to use an Internet application to see if this works.
Verify that the correct network components are displayed in the Network control panel.
Try testing your connection with a different Ethernet jack and cable that you know works with another computer.
