System Configuration Files: CONFIG.SYS and AUTOEXEC.BAT are two files, which stores the system configuration.

Diagnostic Utilities: CHKDSK, DEBUG, SCANDISK, and DEFRAG are few diagnostic utilities that can be included on a Startup Disk. If a vendor-supplied utility is available that can also be included to test and troubleshoot problems with the system.

Restore Utilities: Scanreg.exe is an application that can be used to restore an old registry hive. This can be part of the start up disk to perform a quick restore.

Editor: EDIT.COM can be of good use to make changes to the other files present of the disk. REGEDIT, will allow either to import export registry from a previously saved location.
