Depending on the operating system and programs used one or several boot disks may be used. The main reason for this is that Operating systems are getting larger and it can be difficult to get all of the contents that you need onto one disk. Few programs have "emergency disks" or "rescue disks" for disaster recovery, for example Norton has its own set of rescue disks. These rescue disks will contain the most basic programs already available on regular operating system disks.

In case of multiple boot disks it is important to have the floppies numbered as only the first floppy is bootable and the rest will contain few other bootable files and various utilities.
