A device in SYSTEM.INI, WIN.INI, Registry is not found

The error indicates that the referenced device is either uninstalled or its drivers are missing or corrupted.

In earlier versions of Windows i.e., 95 and 98, WIN.INI was used to store the user and program settings and SYSTEM.INI was used to store the hardware settings. WIN.INI was the Windows initialization file to load the user settings like the wallpapers, language, fonts etc. If this file is corrupted Windows will not load or will have several errors.

SYSTEM.INI was the Windows system initialization file used to load drivers, keyboard settings and various other settings. Most of the configuration options are now stored in the registry, yet Windows 9x retained the files for backward compatibility to 16 bit applications.

Windows Me & Windows XP operating systems have System Restore utility packaged as software, which gives the user an option to create restore points to revert back to previous configurations incase of registry errors. The utility is easy to use and helpful to resolve registry issues, in case the system is able to boot to the desktop or to the Safe mode.
