Windows 95:

In Windows 95 you can create the boot disk by performing these steps:

  1. Click Start >> select Settings >> select Control Panel from the menu.

  2. In the Control Panel Window, double click Add/Remove Programs.

  3. From Add/Remove Programs dialog box, select startup disk >> click make new disk.

You will be prompted to insert the disk, insert the disk and complete the installation.

Windows 98 and ME:

The steps for creating the boot disk in Windows 98 and ME are pretty much the same as for Windows 95 except that Win 98 and ME support CDROM drive and Win 95 does not support in the boot disk. You will also have many utilities apart from the boot files.
